No. You can not turn on the computer without ram. I do not think it would hurt the machine. It should do the same thing it does with a bad memory stick. Just beep when you try to turn it on.

Crash Test Dummy
You should just get a beep code. Computers' BIOSes do a power-on self test (POST) of essential hardware like CPU and RAM, and if one of those components fail to respond, the BIOS just beeps at you. The length and number of beeps are a sort of code to let you know which component is failing.

It's motherboard specific, there's little wires that come from your case and plug onto your board. You'll have to get out the documentation and see where each goes.
The Sweetness:
* Intel Pentium 4 2.4C @ 2.88 (12x240)
* ABIT IC7 w/1GB PC3500 DDR
* SLK 900-U w/Vantec Thermoflow 92x25mm Fan
* Sapphire Radeon 9800 Pro (440/370)
* Raidmax Black Mid P4 350W ATX Case
Whatever doesn't kill me makes me stronger. Not lifting weights doesn't kill me. Therefore not lifting weights makes me stronger.

Yup, and some of them are sensitive to ground. The ground wire is usually the lighter colored wire.

More than likely your case On/off, HDD LED, and Speaker connectors must be put on the mobo pins with respect to the ground pins. Most Reset connectors are momentary switches and don't need to respect which pin is ground.
