ATI won't release mobile drivers except through the OEM manufacturers. They want you to get them from your laptop manufacturer.
I know there are generic or "altered" drivers out there, though, because a friend of mine is using some on his laptop instead of Dell's drivers. I don't have a link offhand for you, though.
You may simply be able to use another laptop manufacturer's drivers if you know of a different make & model that uses the same video chipset.

For laptops, you usually only have two choices:
1. Manufacturer's drivers
2. Omega drivers.

ATI Catalyst 5.1 drivers.
But I'd recommend Omega Drivers. Do a search on google for "omega drivers"

You can download the cat driver, then mod them with a program called MobileMOD so that they work with moble processors.
