    You may not be at that location, but the owner of the IP address range, Cox, has a distribution point near that location.

    Oh I know that...

    But iding a Cox address in this location is like looking for hay in a hay stack...you get it by the fist full...but maybe not the right one.

    I don't get it

    I don't know enough about networking and such to even try to have an intelligent conversation here, but I do have common sense. In order to request information from something, that something has to know where to return that information to, one would think.

    Therefore, while you may be able to hide, anybody that knows what they're doing and has access to all the various systems - I would imagine - CAN find you.

    Personally if I were going to attempt anything illegal on the internet I wouldn't do it from my computer, or my neighborhood, and for God's sake not my own internet connection.
