Its probably covered. I would look in the manual and or their web site.

What do you mean by "seems to be going out?" The jack where is plugs into might be broken...which is a real common problem with lappys.

That sounds like a broken a/c plug on the mobo and should be covered by warranty.

From my experiences Dell is good about warranty repairs. I have next day on-site warranty service for my Latitude D620 notebook and I have yet to be disappointed with service even though the product quality is not as good as HP business class machines. In the 4 years I've had the D620, Dell has replaced the mobo twice, the hard drive 4 times, the LCD once, the keyboard once, the touch pad/fingerprint reader twice and the power supply twice -all within 24 hours of my support call. I just remembered they also replaced the external power brick once.

the ac plug is covered. I had mine replaced.
they will just send you a replacment power adapter + the ac plug wire

I have to agree with UA549. dell on site warranty is great. (at least for my Xps m1330, not sure about the INspiron line ).

about 4 months ago I had my mobo replaced 2x, LCD replaced 2x, heatsink/fan and power adaptered replaced. due to the infamous nvidia 8400gm overheating problem.
