When do you think PC graphics passed consoles? I mean a real gaming system not a "mainstream" PC that we all know generally sucks for gaming.
My guess is when Intel brought up the low end enough that the average also shifted higher. (Between Intel HD graphics 3000/4000/5000 series and the AMD integrated GPUs there has been a huge lift on the low end of PC graphics horsepower)
