is samsung ram as good as crucial?
Yes a faster processor is always going to help in those type of categorys like CAD, CAM, Video/Photo Editing and the memory specs you read my mind . If you ask me I think Samsung memory is better then crucial mainly for personal reasons but either on is good. Samsung is the only dealer I know that sells 100% genuwine PC2700 chips and not that OC'ed high ns crap.

how about this? (its not dual processor, that would cost a lot more)
asus a7v333 - $120
athlon xp 1800+ - $97
crucial pc2100 256 mb - $80
total - $297 + shipping
he has $500 to spend, but of course he doesnt want to blow it all if he doesnt have to (as in, xp2100 would be nice, but $115 more for that little performance gain isnt worth it...)
edit:
or...how about samsung pc2700 ram? at newegg, $82 for 256, $155 for 512
Get him as much ram as his mainboard will support. Since he has a budget of 500 you'll be able to at least get a gig of ram. Also make sure his swap file is larger than windows default setting.

I believe XP can take 4gb of ram, 1gb is of no concern.
I suggest getting the Antec PLUS880 case, comes with a 430w Antec True Power PSU. Also it has firewire and usb connections in the front of the case, good for hooking up those CAMS.

ok, thanks...would 300 watts (he has a 300watt ps now) be enough to run 3 7200 rpm hard drives, a cd burner, dvd drive, zip drive, and the rest of the system? or would that be pushing it
