1. Any efficiency improvements are fine with me. I experimented with some daylight sensor stuff way back when I first set it up, but the output was significantly lower than the simple timer method.
2. Unless something has changed since I last logged in, we already have more sugar cane than we will ever need. 
p.s. There is (again, unless things have changed) a very simple plant-based "timer" set up in the back side of the base (the wall closest to the giant nether portals)...it waits for a pumpkin to grow and then harvests it automatically.
