Having trouble understanding script

[DVD-Man]

I downloaded a Perl script to use for an image gallery but am having a hard time understanding it & what I need to do....it says it does'nt work as a CGI & has all these weird things that it says I need to do that I'm not familiar with.

I also don't understand exactly what it means by this line:

i think it is asking if you have perl installed or cgi installed.
