What are some of the best ways of reducing CPU temps besides loading a fan in every slot and crack of your computer?
What should an average CPU temp be at?

get all your cables organized. Get round ide cables if you can. Bundle up the cables you DO have and get them out of the way, to make sure the air has a nice, unobstructed path through your case.

Yeah, round IDE cables should help some. Also, try Using Artic Silver III thermal paste, and a good heatsink/heatsink fan, with a high CFM rating. Also, try to custom make a hole on the side of your case and create a "blowhole" that should help your temperatures some. Reg temps for CPU are ~ 45-58C

Invest in two good case fans that move a lot of air an intake and exhaust(38 to 48 CFM). You can find them at www.newegg.com or www.frozencpu.com both have a pretty good selection. Use the Arctic silver like the other guys said. Make sure you have good air flow. Depending on what the bottom of your heat sink looks like you could gain a few degrees from lapping your heatsink (do a google search for a heatsink lapping guide) I like to keep my CPU at load no higher than 55 degrees.
