Click on the above link and go down the list until you see the "MY TIPS" post by mnosteele52. The guy knows his stuff. At the bottom in his sig you will find a speed test. Run it and see what you are getting. Then look at his sig again for the "TCP Optimizer". D/L it to you desk top. Backup your registry just in case something goes wrong. Choose cable modem and your ethernet card then choose optimal settings at the bottom. Click on update and then reboot. Run the speed test again and see if you get an increase. I consistently hit my 2000 cap now.
And to test your tweaking you could DL several large files at once off a fast server like Happy Puppy or Lucasarts FTP
Use a program to monitor the traffic. I recommend Net Stat Live from AnalogX. It's simple and doesn't really have any features, but it's freeware and it gets the job done.
If you hit >90% of your advertised speed you should be happy
