in the startup screen and BIOS the letters are all scrambled all over the screen
My monitor is LCD TFT 18" Samsung 181t
I tried this card in TWO TOTALLY DIFFERENT COMPUTERS, i mean they have NOTHING in common.
THE VIDEO CARD DOES THE EXACT SAME THING

video card was in the slot all way
tried both DVI and VGA
i dont know what to do any ideas???

It's obviously a defective card if you've tried using it in two different comps. Get it rma'ed asap.

I cant tell weather this is your problem but "Unknown Monitor on Unknown Device" SHOULD ring you a bell 
EDIT: Well, if your startup BIOS screen is messed up than your videocard is defective..sorry.

yeah get rid of that and save your money for a radeon 9700. It will be out here shortly and will mop the floor with the 4600, or you can wait for the nv30 but regardless paying $350 for a 4600 right now is not a very good deal imo. anyways it sucks that your card is messed up though

FOLLOW THESE INSTRUCTIONS
1- Take the card out of your PC and back to the store
2- Wait a few weeks, and get the Radeon 9700 which is only $50 more than what you just forked out, and is twice as powerful as the previous card.
