I need some help on how to set this up

I need a program that I can limit the bandwidth of one computer on my home network for example to maximum of 2kps instead of the the full 5kps, my computers are connected by dial-up and ICS host is winxp pro and the one I want to limit is win98se

I also need to instantly kill the network connection from this computer I'm limiting to 2kps, like I push a button in a program and it immediatly kills the network connection to my home network

can anyone help me?

QoS Packet Scheduler can limit bandwidth but I don't know if 98 has it, 2K and XP do.

to quickly cut off internet to the LAN just set the network connection to show in the taskbar and you can right click it and select disable.
