Power Supply Issues
My friend recently completed his comp, and put in a Radeon 9700...Only problem is, the whole system seems to die after Windows XP loads (everything just shuts off...). I took a look and thought that his Power Supply was kind of dorky (250). So I got him a 350 watt. Still the whole system dies. We tried putting in a Geforce 4 4600 and it worked fine for both of the power supply units. Now I think his 9700 is a defect. Still, the power supply part bothers me, since I have a radeon 9700 in a 250 PSU. Should I be concerned about that?

I think the best test would be to put your 9700 in his machine and vice versa so you'll know from the start whether its worth messing around with or its simply a bad card.
Installing the latest and greatest video card puts a strain on evey rig often bringing to the surface any deficiencies in CPU,Mem.AGP bus etc.
You often have to slow down memory timming,AGP rate etc.

yeah if you're worried about the card being defective, try it in your machine and see if you get the same/similar problems. if so then it's a very good chance that the card is infact bad, but otherwise i'd start reviewing his hardware and bios settings closer and se what you can tone down in order to get it working

yeah, that does suck pretty bad 
the first batch that went out did have some problems though, so if your friends card is version 1.0 (usually printed somewhere in teh pcb) i'm actually not incredibly surprised that it was a bad card.
