Reinstalling OS or Reformatting HD for Vid card

My dad's friend wants to know what the proper way is to reinstall windows or reformat the hard drive to install a new Vid Card. The card was working fine and all, but he wants to clear the Hd from any left over Nvidia drivers.

The card is an Ati Radeon 8500 128 MB (birthday gift, for $99)

He has Windows ME, and a 30 GB HD.

The computer was built by HP, so there's no Windows CD or disk, just a system recovery disk.

The former card in the comp, was a Tnt 2 pro 32 MB.

I believe this pertains to OS's, so please don't move it to Vid Cards, since the VC is working fine.

I've tried convincing him that he doesn't need to reinstall Windows, but he wants to. He is a really stubborn guy.

    Thanks in advance!
