Can I use something like a micro-vacuum cleaner on my heatsink or do i need a piece of wire or something?

you better check your radiator's fins from time to time. mine creeps up about 3c if I let it go for a month or two.

definately man. i hooked my 130CFM delta to the 7V line, so it's pretty weak right now. Hopefully because of that not much dust will develop within the fins

Vaccums tend to generate static, which would damage the components.
