In that comparison (of my two systems):
Why does the PC3200 RAM in my AthlonXP 2200+ system lose out to the
PC2100 RAM in my Laptop computer? The P4 system beats out the Althon system in CPU tests, and in HardDrive tests (attributable to the P4 laptops 5400RPM laptop hard drive, w/ slow IDE).
What gives with the RAM speed?

Your PC3200 RAM is probably running at only 2100

Why would it do that? It is set in BIOS at 200MHz. My old comp w/ my PC2100 ram was set at 133MHz, so I assume the real speed is the Freq. X 2.

On an AMD system, run your ram synchronous with the FSB. Your memory bandwidth is limited by the FSB bandwidth. Although your memory is running at 200mhz, the fsb is only at 133mhz. However, running memory at 200mhz as opposed to 133mhz will actually give you worse performance because of the added latency penalties if you do not have it synchronous with the fsb.

but why is it that running it at 166mhz with pc2700 ram increases performance?

By running at 166 you use your 2700 is running @ 2700 not 2100. Buy going to 166 you increase the band width between the CPU and the RAM by increasing the the speed of it.
If you have 2700 ram and run your FSB at 133 you are underclocking it.
