You can enable incoming Telnet connections on the XP box by going into services and paging down the window until you see the Telnet service... set it to automatic and start it up.
Make sure that your router has port 23 open to except extrenal connections and if you're using XP's built in firewall you might want to turn it on and add an open port rule for telnet on port 23.
Some will say that it's better to use ssh on 22 due to the encryption... but ssh does not come standard on XP... but it's probably worth it.
