    Computer not shutting off...

Real quick... I have a neighbor whose HP Pavilian has been making a buzzing sound even after the computer has shut off. I have isolated the noise to the processor fan, which seems to be missing a fan blade... I haven't yet been able to determine if the blade is still in the fan somewhere or not, but I'm doubting it. The primary issue to me is why are the fans staying on indefinitely after the computer itself has been shut off. Once unplugged it obviously quits, but as soon as it plugged back in, the fans turn back on. Any hints?
~ And that is my humble opinion.

It might not even be shutting down in the first place. If he presses the power button, does he just press it or does he keep it down for 4-so seconds? Outside of that, I wouldn't know.

ATX cases turn off weird, in case you don't know already.

The computer is supposed to shut down when the shut down option is selected from the menu... but that doesn't even matter because the fans come right back on simply by plugging it in - without it ever having been on! I'm so confused.
