Help in Counter-Strike w/ mic

I have this weird problem with my mic and counter-strike. This same thing happens to one of my roommates too. Whenever we hit our button to talk, the icon over our head flashes on and off at a constant rate; And when we talk it gets cut off over and over. Here are my specs:
P4 2.4B
Epox Ep-4PEA+ (i845pe)
512MB Corsair XMS PC2700
Turtle Beach Santa Cruz (this is our choice for the culprit since we both have it)
Intel 10/100 Ethernet Card (I've tried onboard too)
Maxtor 120GB 8MB Cache

Roommates specs:
XP 2400+
Asus AV78X
512MB Corsair XMS PC3200
Turtle Beach Santa Cruz
Onboard Lan
WD 80GB SE

The weird thing is that on his old Dell, the mic works perfectly. He has two computers, but the Dell is really ghetto. We've tried various things to fix it. He installed his old SBLive! Value and it didn't work, but that sound card is the one that the Dell worked with. Has anyone else had a problem like this?

LOL nevermind I just fixed it. You have to change your cl_cmdrate to at least 30. Mine was at 10...nice.

No.....the cl_cmdrate has nothing whatsoever to do with your mic....


But once you set a key and you goto a new map the settings in your config.cfg get changed to "1" where it involves a mic...
