Not likely. Maybe 12 months from now.

Probably not, you need more CPU power.

3. It overclocks to 400/350 or more(I know im asking alot, but it must overclock like a champ!)
I got my 9800 NP from Best Buy, and it came with Infineon 3ns memory. Not the best for overclocking. This seems to be the case with most cards purchased from BB. I got mine clocked at 375/330.

4. I must see a major difference in games across the board and it must not be overkill. getting 60fps at 2048x1536 is considered overkill.
You will see a difference and there will be overkill. Frankly, I don't understand you lack of appreciation for overkill.

5. There is a pretty good chance ill get the 9800, but whether I keep it or not is for me to decide if I really need all that speed when a ti4200 is absolutely plenty for my needs.
If the first 4 questions are qualifiers for you getting a 9800 NP, then your chances of getting a 9800 NP are actually pretty bad. If the ti4200 is "absolutely" plenty for your needs, why waste your money on a 9800 NP?
