It should have done a plug-and-play discovery right away when he connected the USB cable and turned the printer on.
First things to check:
1. Make sure plug-and-play is enabled in the computer setup screen, which you get to by pressing 'Del' as the PC starts to boot and before the Windows splash screen appears.
2. Also in computer setup, make sure the USB ports are enabled.
3. When he gets plug-and-play working, put in the CD that came with the printer - that's where the driver is. Windows 98 SE won't have a driver for the printer.
