Antec Truepower 430 is this rail out of spec?

Was in my bios and noticed my +12 is spiking down to 11.61 from 11.923
Checked in bios and with smartfan 4.09 both say the same thing. Is this out of spec?

Is it staying consistently that low?
If so, it does sound low... but if you want to RMA it, according to the Antec Tech Support guy, you want to check it with a voltmeter to make sure first as mobo Bios are not the most accurate.

Its that spike down that bothers me. Startin to wonder if the bios is the suspect here. Its just every 15-2o minutes it spikes down to .61 or so.
