What is a quiet CPU fan?
I got my SK6 with a 60mm YS Tech fan yesterday. The fan is really starting to get annoying. It is freakin loud. What CPU fan is quiet?
And also, should the fan be blowing air at or away from the cpu?

It should blow air at the heatsink.
Try the panasonic panaflo low flow model for a quite fan.

lol, fan speed, fan noise, and fan performance are intimately linked; You can't decrease one without decreasing the other two.
However, you can use adapters to attach larger fans(80 or 120mm as opposed to 60mm). A larger fan can pump through the same amount of air at a lower speed, resulting in less noise.
Of course, the adapter will inevitably leak a little bit, and the fan won't push air onto the heatsink quite as well because of the aerodynamics of the situation, but it's really the only way to lose noise without losing a great deal of performance.

Damn, I'd hate to hear what a Delta sounds like if it's louder than my fan.

Put it this way...
When my wife came home from work after I installed my delta fan she asked why I was running the vaccum cleaner.

I've heard that the 80x80x25mm Papst fan is supposedly very good at cooling (not as good as a Delta, but still very good)... and their supposed to be ultra quiet fans...
I know you can get them at Frozen Silicon
http://www.frozen-silicon.de/
but the site's in german....
maybe you can try looking somewhere else...
