If so check it again, then try removing the battery,shorting the battery jumper,replace the bat jumper to original place, replace batter.
try removing any device you dont need to start, IE, sound,network cards,CDrom,Floppy.
that was one of my problems before finding out where those plugs go but the plugs for the front of the case LEDS and buttons are plugged in the right spots.
ill try the batterey thing.

nope everythings new i just had too switch it all too a new case with new heatsink and fan. the case it came with sucked and the cooling was terrible it got too 145 degrees+

Battery only hold the Bios settings, It would still boot up if it were flat.Just without its memory,so it uses default settings.
Im thinking you know how to put a board in the case correctly so i really cant see it could be damaged in any way.
Its always something stupid like a conector in the wrong place.Ive even experienced bent conectors on the dim slots and AGP slots where the card was taken out on and angle.
Check the slots.
Then try unpluging all of the case lights and switches except the power switch.

If the power supply is not plugged in and set too 0(off) but the ATX power cable is plugged in to the motherboard during installation would that cause problems.

I shouldnt think so,not if it hasnt been powered up for some time.
You must remember, without the power cable pluged in,your case is not earthed.
Its still highly unlikey to damage anything.
