Forza makes my 360 sound like a chainsaw and I have one manufactured a couple months into this year. I agree with Spaceman though, the Dreamcast was the loudest system I ever had. You could use the GD-rom drive noise to sometimes know in games when something was about to happen.
Installed Fable 2 and the difference is night and day. No loud sound and the whole game has speed up.

Fable 2 was almost unplayable without an install. The inventory was horribly slow.

Funny notes:
If you are going to install a multi-disc game, make sure to do all the discs before you play. After installing discs 2+3 of FF13, suddenly my save game times were taking 10-15 seconds vs. the usual 2. Turns out half the save games were before the disc installs, half were after. I cleaned up the first half of the saves (not planning on loading a save from disc 1 anyway) and it's back to 1-2 seconds to open the menu and save in-game. 
My usage case might be different from the rest of you in that most of my playtime comes in the form of 7am-8am bits of gaming. Since my girlfriend is still sleeping in the next room, that means volume very low or off on the TV, and unwanted noise kept to a minimum.
Also, I have a Jasper Xbox360 Elite w/ 120GB hdd.
