Is there any way to implement these into UBB 5.5 and if not is SF planning any change of forum software anytime in the near future which has PM support?

I believe that Housen is planning a move from UBB to VBulletin fairly soon. And AFAIK VBulletin supports private messages.

Ditto to what retrofade said.
Of course, each member can turn it off if they want to.

vBulletin supports instant messanging which can be turned off via member preferenes or the Administrator can turn of PM's all together. Limita can also be made on how many PM's you can have in your inbox. Not a clue whether SF will support them though.

PM is a great idea. I think it may deter a lot of the flames, that would usually get posted.

So now people will receive a flame via PM than the forum where it can be seen straight away by mods etc? There is the ignore list in vB though...

Internet.com's only site on Vbulletin allows PM's. Will probably be allowed here as well.

Only one? I thought sysopt and Flashkit did. (There are probably more, but those are the only other two internet.com forums i've visted)
