Win CE Application Programming?

I have a Compaq iPaq, and am dying to build my own version of AutoTap Software (www.autotap.com) that will run on Win CE 3+. Does anyone know of any good resource sites for this type of programming? FWIW I'm a novice in real application development as I'm about 9 years away from all my C development classes.... I'm sure I can pick it up again though. TIA

If you get the CE SDK check out that CE emulator, its pretty slick. You're actually running CE in a little window on your desk top. You might need NT or 2K to run it though.
