ping is not the cause of your studderness...it's your computer most likely...every game has a ping because it takes time for the buttons you push to travel up the wires and get it processed...depeding on what's happening on the screen it doesn't take much to do this....I did a fps (shows ping) in serious sam...I got like 20 fps avg and my ping was 70-100ms (depending on what's happening on the screen)....so when I shoot...it doesn't go automatically...that's takes time to process...so it has to do everything else before it can process my shot...in your case it takes 4 milliseconds to do all that...every game has a ping...but you cannot notice a difference between 4 milliseconds and 0 milliseconds...
