His dad went from a 19" CRT monitor to a 15" LCD monitor. As long as you are not gaming or using the computer for video/imaging an LCD will provide severely higher quality pictures. Also the size of a CRT monitor is measured by taking the diagonal length of the CRT tube (which is smaller than the actual screen) while the size of an LCD is an exact diagonal measurement of the screen. So in fact a 15" LCD will be roughly the size of a 17" CRT. Even though you are losing 2 inches in most cases this will actually be an upgrade considering the gain in quality.

He has adjusted the controls on the monitor all the way up.

Adobe Gamma adjusts the color environments within photoshop it will not fix his problem.
