    I'm guessing it's a Linksys Router? Somewhere in the manual it tells you which ports you have to open in order to send/receive files over mIRc and ICQ.

    But what I do is just set my IP as the DMZ Host when I want to send something, that away I dont have to leave any ports open and then when I'm done I just set it back to where I'm hidden from the internet.

    for me to send files, i set this up in mirc 5.82 (works in other versions i'm sure too)

    options --> local info

    check
    local host (ip adress should check itself too but be shaded)
    then for lookup method, make it normal, and if that doesnt work, try server, and it SHOULD work.
