I've never actually used that exact camera but normally, you should probably get yourself a TV Capture card of some sort and plug the Video out of the camera in to the video in on the capture card. Thats the only way i can think of. Thats how i did it...
Pinnacle is probably the best brand capture card you could get. Most stable and whatever... Hope this helps..

I don't believe you can do that without asking for trouble since the camera needs to be TWAIN-compliant.

He's right... however if your camera is compatible, you are gonna get one hella nice pix with that thing thing about it, 75 FPS guaranteed with that thing... only your *cough* POS *cough* of a computer may not handle it that well.

what is the exact model of camcorder? i know some newer ones can be used in that way, but most older ones can't.
omesie's answer was helpful, and gave you a possible solution. i know if you respond to people who are trying to help you like that in the future, this isn't going to be a great forum for you to get help.
And that's the bottom line!

Try using windows imaging or photoshop as your delivery app, swing each down to import, select the camera if it is available; if it is you just might obtain the webcam effect you are looking for.
