They do scale because the zombies are all lvl 25 for me. That is quite a bit less than the other levels mentioned.

Also I am enjoying the mad moxxi arena dlc. I just wish it had loot drops or I am not getting far enough yet in the rounds to earn loot. Regardless the music and atmosphere is great. I wouldn't mind coop on this dlc either.
